What Kind of an Excuse is That?

I just received a package that I ordered, but it was several days later than I had expected it to be. When I called the company, they said that the delay had been caused by a new law that requires all cargo to be screened. On top of that, my package was damaged and I could tell it had been opened. They blamed that on the screening process as well. What kind of an excuse is that? They could have just applied for a cargo screening program. I know for a fact that several other companies I order from have done that, and there stuff has arrived as quickly as usual.
